Harris County acquired this small tract by "jury view" more than a hundred years ago.  For many years, Piney Point Road separated into north and south lanes just north of Memorial Drive and this was a triangular scrap of right-of-way with roadways on all three sides.

The Memorial Drive District Civic Club organized a program of Christmas carols at the site on the last Sunday before Christmas, 1941.  This became an annual event and it was continued by the Memorial Drive Garden Club after its organization in 1943.  The event became known as the Carol Tree Party in the 1950's and grew in size and popularity until 1988 when the county began reworking the intersection, doing away with the separation of north and south lanes on Piney Point.  This made the triangle larger and Commissioner Radack turned it into a park.  Hedwig Village Mayor Syndey Holm, Bunker Hill Mayor George Stubblefield and Memorial Drive Garden Club President Kandy Brittain joined the commissioner at the dedication ceremony November 13, 1991, and the Carol Tree tradition continues.
