Improving the quality of life through the development of better communities and encouraging a wide range of affordable housing opportunities is the public policy of both the State of Texas and the United States governments. Government encourages private developers to construct “low-to-moderate income” housing projects through the provision of tax credits and/or low interest construction bond funding for qualified projects.
The Texas Department of Housing and Community Affairs (TDHCA) and the Harris County Housing Finance Corporation (HFC) are the two primary agencies that review developer applications under their respective rules and funding guidelines. Each agency requires developers to send written notice to area elected officials, taxing entities, homeowners associations, and newspapers whenever they become eligible for a public hearing on their project and the hearing is scheduled.
